That's correct. All reseller accounts receive what we call "WHM" or "Web Host Manager". Think of it as the back-end, or server-side, of cPanel. It allows you to create, edit and manage cPanel accounts - each with their own; domain, username, password, e-mail, and package details.
When you purchase a reseller account, you're basically purchasing an account that will later be further sub-divided. You're purchasing a larger account than ordinary, so that you may create sub-accounts (cPanel accounts) for your users/clients. The package specifications of your reseller account is the limit of the sum of all sub accounts under your reseller.
For example:
If you've purchased a reseller account with 10 GB Web Space, and have decided to create 5 cPanel accounts under the reseller - the Web Space quota of the sum of all 5 cPanel accounts cannot exceed the specifications of your reseller account - in this case, 10 GB of Web Space.
